These pillars are interconnected and operate in unison to achieve their objectives and goals. This is done by dividing a set of strategic objectives into three levels and establishing practical goals that can be effectively implemented and pursued via well-designed initiatives. The performance of these initiatives is measured by setting specific targets linked to identified indicators and strategic objectives and intended to be delivered within a certain timeframe. The Council of Economic Affairs and Development has adopted a comprehensive governance framework to translate the Vision into a number of operational programs, each assigned to appropriate delivery partners. The Ministry of Economy and Planning is a member of most of the Vision Programs committees in addition to being a member of the permanent working group of the Ministry of Finance.
